STUDY IN FINLAND AND EDUCATION SYSTEM
In Finland, higher education is divided into two sectors: universities and polytechnics (also known as universities of applied sciences). Polytechnics provide vocational education, while universities focus on academic and research-based education.
If you plan to study in Finland for over 90 days and are not a citizen of an EU member state or one of the Nordic countries, you will need a residence permit. This permit must be applied for before arriving in Finland. To obtain a residence permit, you must first secure a place at an educational institution in Finland. You can apply for a residence permit once you have been admitted. Your study program must meet one of the following criteria:
- It leads to a vocation or degree.
- It involves participation in an exchange program with an educational institute or another type of exchange program.
- It involves completing supplementary or specialized training connected to your degree.
You can apply for study programs in the spring or autumn through the general joint application process of educational institutions. For certain studies, the joint application process (yhteishaku) takes place in January.
Finnish Social Security
In Finland, social security aims to provide people with enough financial support in various life situations, such as illness or having a child. You might be eligible for this support if you work or live permanently in Finland.

Social security is managed by municipalities, unemployment funds, pension institutions, and other insurance organizations. Kela, the Social Insurance Institution of Finland, offers benefits to families with children, unemployed individuals, students, disabled persons, and those who are long-term ill or need rehabilitation. In certain cases, you can also apply to Kela for housing cost support.

If you are covered by Finnish health insurance, you will receive a Kela card. This card helps you get reimbursed for expenses at pharmacies and many private clinics, leaving you to pay only the deductible amount.

Kela benefits are defined by law. When you apply for a benefit, Kela checks your eligibility based on factors like permanent residence and work in Finland. Each application is reviewed individually because people’s needs and situations differ. Therefore, the amounts and conditions of the benefits also vary. Always check your specific situation to understand what benefits you can receive.
Right to Kela benefits
As a general rule, you can receive Kela benefits if you live permanently in Finland. The law defines what constitutes permanent residence. Working in Finland can also entitle you to Kela benefits.
Whether you have the right to benefits depends on whether you are moving to Finland from:

Grants and scholarships
Foreign students can apply for different grants to Finnish higher education institutions. Each Finnish higher education institution has its own grant system for students who come from outside the EU/EEA area and who have been accepted to complete a bachelor’s or master’s degree in the English language.
The grant may be dependent, for example, on your study success. The grant may cover the whole tuition fee or a part thereof. Some grants may also cover other costs. In some cases, the grant is tied to a certain level of success in your studies. Usually, you can apply for a grant at the same time you apply for a study place.
The special Erasmus Mundus master’s degree programmes also have their own grant systems. The Finnish National Agency for Education has EDUFI Fellowship scholarship programmes for postgraduates who come to Finland to complete their doctoral thesis. American students can apply for the Fulbright scholarship.
